On behalf of BC Powersports Dealers Association and the members of our Policy and Advocacy Committee (PAC), we are pleased to be sharing with you today an important update on the development of key changes to the motorcycle graduated license program in BC.

 

We have been given notice that Minister Begg introduced Bill 12 – the Motor Vehicle Amendment Act, 2025 this past wednesday afternoon, April 16th, 2025. You can find a copy of the new release here:

Over the last few years our committee has engaged with ICBC/Roadsafety BC on important changes to the motorcycle licensing program, providing our members feedback, concerns and ideas. We are grateful for the opportunity to be at the table to bring the wealth of knowledge our dealers provide to this subject.

 

We are being told the legislation will enable ICBC/Roadsafety BC to make the necessary program changes through regulations moving forward. This is an important step forward to seeing real change and our hope is for positive impacts to the motorcycle riders experience with licensing, reducing wait times and access to testing, while increasing safety for all riders.

 

We will continue to work to understand and share with you our members, what the next steps are to get the regulations finalized and approved by government.
